Purpose 

The Planning and Development Department is responsible for providing service related to land-use planning, zoning, and code enforcement. In collaboration with the City's Planning & Zoning Review Board, staff assist property owners, business owners, and developers through the permitting and plan approval process.

 

Permitting

Planning and Development staff handle all zoning permits within the city. Person County Building Inspections handles all building and trade permits on behalf of the City of Roxboro. Applications for permits may be made through the online permitting portal.

Permits are required to open a business in a new location, to install signage, to build decks or additions to homes, for all new construction, and many other activities. Property and business owners should contact department staff to ensure the proper permits are obtained before beginning any work.

Commercial Solicitation Permits for traveling sales may be obtained by completing this form and submitting to the Planning an Development Department staff. Applications should be submitted no less than two weeks prior to the scheduled sales date(s).

 

Plat Review

All plats submitted for review shall be accompanied by a Plat Review Checklist and the appropriate fee. 

 

Fees

Application and other development review fees are listed on the Fee Schedule adopted by the City Council each year.

 

Ordinances and Plans

The City's adopted Unified Development Ordinance guides all development within the corporate limits. 

The City Code of Ordinances, which include the nuisance and minimum housing ordinances enforced by the Planning & Development Department's Code Enforcement Officer, provide additional guidance for administration, public works, traffic regulation, business regulations, and more.

In addition to the above ordinances, the City utilizes adopted Plans and Studies to guide decisions.

Variances, Text Amendments, and Rezonings require the consideration of the Planning & Zoning Review Board. To inquire about the application process for any of these items, please email staff at planning@cityofroxboro.com.

Staff offices are located within the Roxboro Municipal Building (commonly referred to as City Hall), which is located at 105 South Lamar Street.
