The purpose of the Planning and Development Department is to provide land use services to citizens, developers, and other stakeholders in the community. The City of Roxboro strives to improve its environment with opportunities that will add value to the experience of living or owning a business in our community.

Our goal is to increase economic opportunities and viability by creating stable neighborhoods for our residents and accessibility to information for burgeoning entrepreneurs and developers. We achieve this goal by assisting in the management and growth of the City. Whether reviewing private development projects, or working with design firms on a major subdivision proposal, our office is committed to providing quality customer service to all.

In addition to authorizing administrative zoning permits, staff also provides support to the City's Planning and Zoning Review Board and Uptown development organization.

Our planning and zoning efforts are community-wide, and we work closely with Person County Building Inspections, Person County Planning and Zoning, and other local development service agencies to ensure comprehensive service.

If you are interested in annexing your property into the corporate limits of Roxboro, please review our Voluntary Annexation Process handout. The City of Roxboro also has an adopted policy regarding connection to or extension of City utilities for property outside of the corporate limits. This policy can be viewed here.

Our offices are located in City Hall (Roxboro Municipal Building) at 105 South Lamar Street.
