Ordinance Amendments
The City's land use regulations are contained in the City's Unified Development Ordinance. To request an amendment to these regulations, you must apply for a Text Amendment on the City's online permitting portal - www.cityofroxboro.com/permits.
If you wish to request a change to the zoning classification for a property, you may use the same link above to access the permitting portal to find the City's Rezoning application.
Completed applications are reviewed by the Planning Board, then submitted to the City Council for a decision. Applications are due no later the thirty (30) days prior to the next regularly-scheduled meeting date for the Planning Board (see schedule). The appropriate application fee is due upon receipt of the invoice, which is generated from the permitting software. Incomplete applications may result in a delay in a request being placed on the agenda.
Approved amendments to the City of Roxboro's Unified Development Ordinance (UDO) and the Official Zoning Map are updated bi-monthly, and are available for review in the Planning & Development office upon request.
Some land use decisions require a quasi-judicial procedure, as opposed to an ordinance amendment. These decisions include variances, special use permits, and appeals. This type of hearing requires factual or expert testimony, and mimics a court proceeding requiring individuals testifying to be sworn in before giving their statements. The members of the board sit as judges during the hearing, and determine if certain findings of fact can be affirmed based on the statements, evidence, and testimonies given.
