The City of Roxboro operates under the Council-Manager Form of Government, the most common form of government. The National League of Cities provides the following overview regarding the Council-Manager Form of Government. The International City/County Management Association (ICMA) published the attached brochure for Frequently Asked Questions regarding this form of Government.

Council-Manager

Characteristics include:

  • The Mayor and City Council Members are elected bipartisan, every 4 years
  • The Mayor Pro-Tempore is selected by being the elected council member with the majority votes 
  • Council appoints a City Manager to carry out day-to-day professional administrative operations
  • City Council oversees the general administration, makes policy, and sets the city budget

Brooks Lockhart was hired by the Roxboro City Council in November 2015, after previously serving in Local Government management in Biscoe, NC and Pleasant Garden, NC. Mr. Lockhart has deep roots in the Roxboro community and is pleased to call Roxboro home.
