At a meeting of the Roxboro City Council, on April 11th, changes were made to the City's Commercial Solicitation Ordinances. There were previously multiple definitions for traveling sales. These included Itinerant Merchants, Peddlers, and Door-to-Door Salesmen. In order to streamline the ordinance and aid in clarity of enforcement, the City combined all types of traveling sales into the singular definition of an Itinerant Merchant.
Additionally, clarification was made in this new definition that Commercial Solicitation regulations shall also be applicable to pyrotechnic sales tents, unprepared food sales from vehicles, tents, or any other such facilities, and any other such temporary sales not otherwise permitted under the City's Unified Development Ordinance. Mobile food truck/cart vendors are not subject to the Commercial Solicitation regulations as they are regulated under the Unified Development Ordinances. Once completed, the application and required background check can be submitted to the City's Planning and Development Department for review. Permits will be issued as expeditiously as possible upon confirmation of compliance with all Ordinance requirements. Letters of permission to operate on individual properties shall be required as a part of the application process. The application fee is just $10. A permit, once issued, is valid for 1 year. Individual letters of permission must be submitted for each location where sales are to occur. Applicants are encouraged to submit their paperwork at least two weeks in-advance of their planned sales dates.
