The City of Roxboro (8,200) currently has an opening for a Public Utilities Crew Leader.  Roxboro is situated in Person County, which is located near the Virginia border and just a short drive from Raleigh, Durham, and Greensboro.

An employee in this class performs a variety of equipment operation tasks in the construction, maintenance, and repair of utility lines and appurtenances and serves as a crew leader on work sites. Work involves using a variety of equipment, tools and equipment to build, repair and replace sections of water and sewer lines and to unstop clogged sewers.  Employees are subject to working in both inside and outside environments, in extreme temperatures, and exposure to various hazards such as loud noises, vibration, moving mechanical parts, electrical current, chemicals, fumes, odors, dusts, mists, gases, poor ventilation, and oils.  Work is also subject to the OSHA bloodborne pathogen rules and regulations. Employees are also subject to on-call and call-back work.  This position is considered a safety sensitive role. Work is performed under supervision of the Utility Construction Supervisor and is evaluated through observation and inspection for adherence to instructions and standard trade and safety practices.

Salary:

  • $44,455   

Essential Duties and Tasks:

  • Performs equipment operation and crew leader duties in the construction, replacement and repair of water and sewer lines.
  • Locates water and sewer lines for contractors and utilities.
  • Provides guidance and direction to a crew of workers in line repair and construction.
  • Investigates and cleans stopped sewer lines with pressurized hoses, rakes, and shovels.
  • Insures clean-up of sewerage is in accordance with all environmental regulations.
  • Manages and directs traffic control.
  • Checks and maintains equipment operated.
  • Assures safety procedures and flagging operations are in effect.
  • Takes responsibility for the assigned work orders; completes paperwork.
  • Performs preventive maintenance on vehicles and equipment.
  • Performs and assists with making water and sewer taps, installing fire hydrants and installing and replacing water meters.
  • Operates backhoes, dump trucks, and loaders.
  • Notifies supervisor of parts and supplies and materials needed.
  • Responds to citizen requests, concerns, and issues; performs field review and meets with citizens.

 

Additional Job Duties:

  • Performs related tasks as required.

     

    Knowledge, Skills, and Abilities:

  • Considerable knowledge of operation of equipment used in sewer line repair and construction.
  • Considerable knowledge of tools, materials and supplies used in general construction and maintenance work.
  • Working knowledge of municipal maintenance and construction practices.
  • Working knowledge of the occupational hazards and safety precautions of the work.
  • Working knowledge of traffic laws, ordinances and regulations pertaining to operations of motorized equipment.
  • Ability to provide guidance and leadership to a crew of workers.
  • Ability to understand oral and written instructions.
  • Ability to operate construction tools.
  • Ability to monitor work in progress and make decisions regarding the quality and type of work efforts needed.
  • Ability to establish and maintain effective working relationships with citizens, supervisors, and other employees.

 

Physical Requirements:

  • Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, feeling, talking, hearing, and repetitive motions.
  • Must be able to perform very heavy work exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds constantly.
  • Must possess the visual acuity to operate mobile equipment, complete simple records, and observe the thoroughness and accuracy of the work of others.

 

Desirable Education and Experience:

  • Graduation from high school and/or capable of receiving a GED within a one-year period.
  • Experience in maintenance or construction work which provides the required knowledge, skills, and abilities.
  • Or an equivalent combination of education and experience

Special Requirement:

  • Possession of a valid North Carolina commercial driver's license.
