The City of Roxboro (8,200) currently has an opening for a Public Utilities (Utility Construction) Supervisor in our Public Utilities Department. Roxboro is situated in Person County, which is located near the Virginia border and just a short drive from Raleigh, Durham, Oxford, Greensboro, and Danville.
An employee in this class assists the Utility Construction Superintendent in planning, organizing, and supervising crews engaged in a variety of work associated with providing water distribution and sewer collection services to citizens. An employee in this class also performs a variety of equipment operation tasks in the construction, maintenance, and repair of utility lines and appurtenances and serves as a crew leader on work sites. Work includes the construction, maintenance and repair of water and sewer lines, hydrants, meter and valves, and unstopping sewer lines. Work also includes planning work projects based on service extension needs, maintenance, and emergency needs; coordinating work with property owners; assigning crews to projects; inspecting work in progress and upon completion; and answering and resolving public complaints. Work also involves requesting and acquiring necessary resources for projects, and significant supervisory responsibility for crew safety. Work requires good interpersonal, technical and administrative skills. The employee is subject to working in inside and outside environments including extreme hot and cold weather and to work hazards including loud noise, vibrations, moving mechanical parts, exposure to chemicals, fumes, odors, poor ventilation, and oils. The employee may be required to inspect water or sewer line pipes, utility holes or other small enclosed spaces. Work is also subject to the OSHA blood bourn pathogen rules and regulations and involves emergency call-back service. The employee must exercise judgment and initiative in carrying out assignments. This position is considered a safety sensitive position. Work is performed under supervision of the Utility Construction Superintendent and is inspected for compliance with instructions, conformance to established standards, productivity of the unit, and general community acceptance.

Essential Duties and Tasks
- Plans, and assigns employees, equipment, and materials to install, maintain, and repair water and sewer lines, hydrants, meters and valves; participates in field work including heavy equipment operation; locates lines for contractors and utilities.
- Performs equipment operation and crew leader duties in the construction, replacement and repair of water and sewer lines.
- Surveys job sites prior to instructing crews on large or more difficult projects; inspects work during performance and after completion.
- Requests materials, supplies and equipment necessary for crews; insures adequate supplies on hand and that crews take necessary materials and tools to work sites to avoid delays; participates in the preparation of bid specifications and bid proposal analysis for the purchase of heavy equipment; makes estimates of the cost of time, materials, and equipment in costing projects.
- Prioritizes projects and coordinates the use of available equipment, materials and staff to obtain maximum effectiveness and economy.
- Instructs workers in the appropriate safety procedures and enforces their use; trains workers in proper work methods.
- Plans preventive maintenance programs for hydrants, valves and appurtenances.
- Responds to citizen requests, concerns, and issues; performs field review; meets with citizens.
- Performs and assists with making water and sewer taps, installing fire hydrants and installing and replacing water meters.
- Operates backhoes, dump trucks, and loaders.
- Performs and assists with making water and sewer taps, installing fire hydrants and installing and replacing water meters.
- Keeps records; prepares reports; prepares material and supply requisitions; maintains adequate inventory and appropriate records.
- Assists with interviewing and selecting personnel.
Additional Job Duties
- Substitutes for Utility Construction Superintendent as necessary.
- Acts as back-up Operator in Responsible Charge (ORC) for the collection and distribution systems.
- Performs related tasks as required.

- Working knowledge of the organization's water and sewer customer policies and fees.
- Some knowledge of surveying principles and practices.
- Ability to read plans, maps, and drawings.
- Ability to establish and maintain effective working relationships with supervisors, peers, employees and citizens.
- Ability to maintain and prepare accurate plans and reports.
- Ability to communicate effectively in oral and written forms.
Physical Requirements
- Must be able to perform the basic life functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, pushing, pulling, lifting, standing, walking, lifting, grasping, talking, hearing, and repetitive motions.
- Must be able to perform very heavy work exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds constantly.
- Must possess visual acuity necessary to read maps and diagrams, to operate vehicle and equipment, to read and prepare reports including the analysis of data and figures, to observe the thoroughness and accuracy of the work of others, and to perform mechanical duties, and to assemble part.
Desirable Education and Experience
- Graduation from high school
- Extensive experience in water distribution and/or sewer collection system maintenance or construction
- Some supervisory experience;
- Or an equivalent combination of education and experience
Requirements:
- Possession of a valid North Carolina commercial driver's license.
- Certification in water distribution (Grade B) and wastewater collection (Grade I).
