James M. Allen

Education: Graduated from Helena High School in 1939
Family: Mr. Allen was married to the late Ms. Nell Owens and together they raised a daughter, Rhonda and three sons, Jimmy, Kelly and Terry.

Community: Mr. Allen returned to Roxboro after his tour of duty and worked 32 year with United States Post Office from 1945 – 1977.  After retiring from the postal services he worked as a licensed real estate agent for Century 21.

Mr. Allen began his political career in 1973 running for City Council for the City of Roxboro, serving 1973-1985 and 1988-2007.  During Mr. Allen’s service to the Citizen’s of Roxboro as a Council Member, Mr. Allen has worked with six Mayors, six City Managers, two Interim City Managers, and numerous Council Members.  Some accomplishments have included the extension of sewer lines throughout Roxboro, Chairman of the Health & Housing Committee, Chairman of Parks & Recreation committee, serving on the Community Development Task Force. 

In 1975 the completion of improvements to 501 by-pass also known as Madison Boulevard.  In 1976-1977 worked on the Water Works Improvement Project serving as Mayor Pro Tem in 1977.  In 1978 the Senior Citizens Center opened in Roxboro along with the first Farmer’s Market, also in 1978 “Lake Roxboro” was established.  New innovations on the rise, in 1979 cable T.V. came to Roxboro.  In the 1980’s a major undertaking in the revitalization of the uptown area.  Some other major accomplishments have included the arrival of Walmart to Roxboro, renovation of Roxboro City Hall, the near completion (November 2007) of the new Roxboro Police Station.
 
At the beginning of the war, he enlisted in the Air Force and Navy.  However, his chances were ruined because too many men had already enlisted in the special service assignments.  Exactly one year after Pearl Harbor Mr. Allen had been drafted by the Army and was inducted into the Army on December 15, 1942.  Mr. Allen left the United States on January 21, 1944 to go overseas.  The Third Division, Third Infantry was the lead squad for the U.S.  His division started through an open field and, ran into barbed wire.  A mortar shell exploded near Mr. Allen and fragments hit his right leg.  After surgery to amputate his leg, Mr. Allen was discharged from the hospital in March 1945.  For his service in the war, Mr. Allen was awarded the European African Middle East Campaign Ribbon, The Purple Heart GO #85, The Good Conduct Medals for serving six months in the war, and two Bronze Star Awards for going beyond the call of duty.
