Specific laws in the North Carolina General Statutes, the Uniform Commercial Code, and local laws and regulations govern authorization and procedures used for purchasing. Purchasing is responsible for overseeing the City of Roxboro's acquisition of equipment, supplies, and services.

This department also is responsible for conducting surplus property sales. The Purchasing Department promotes and maintains competitive bidding practices as required by North Carolina General Statutes and City of Roxboro Policy to ensure competitive pricing and prudent use of public funds. We strive to get the most value for the tax dollars spent.

The Safety Department is responsible for ongoing safety training programs utilizing staff, local resources and consultants to comply with State regulatory agencies. The Safety Department also provides employees with Personal Protection Equipment such as safety footwear and prescription safety glasses. The City partnerships with the Mid-State Safety Council and the North Carolina Association of Local Government Safety Officials to foster safety in the work place. We also conduct safety inspections at job and facility sites, and utilize an active Safety Review Committee to investigate accidents. In addition, the City's Substance Abuse in the Workplace Policy falls under the Safety Program. This programs purpose is to protect City employees, City property, and the general public through drug and alcohol screens.
