What do I need
to do to have my water and sewer services turned
on?
The City of Roxboro requires
a $15 set-up fee and a deposit to turn on water
and sewer services. The amount of the required deposit
is listed below:

I bring to have my water service turned on?

If you own your home, copy
of deed or other proof of ownership.
If you rent, a signed copy of your lease agreement.
Will I ever get my
deposit back?
Yes. If all water bills
are paid on time by the 5th of the month for a period of 12 months, the
City will credit the amount of the deposit to
your account. If you move or have your water service
turned off, the City will apply your deposit to
your final water bill. Any amount in excess of
the final bill will be refunded to the customer.
The $15 set up fee is not refundable.
When are water and sewer
bills due?
All water, sewer and garbage
bills are due on or before the 5th day of each
month. Water bills are mailed on the 20th day
of the previous month.
What happens if I
cannot pay my bill on time?
The City of Roxboro allows
a grace period of ten days, until the 15th day
of each month, for customers to pay water bills
without any penalty. However, you must pay before
5:00 pm on the 15th to avoid any late charges.
What happens if my water
bill is not paid by the 15th day of the month?
On the 16th day of each
month the City adds a late payment and reconnection
charge to each past due account. However, the
late charge is waived 1 time if all bills have
been paid on time for the previous 12 months.
Water service is then disconnected for all past
due accounts.
How much is the late payment
charge?
For water bills under $500,
the late fee is $25.00
For water bills over $500, the late fee is 5 percent
of the outstanding balance.
If water service is disconnected,
how can I have service reconnected?
To reconnect service, the
water bill must be paid in full including the
applicable late payment charges. If paid by 2:30
pm, water service can be reconnected the same
day.
Does the City mail late
or second notices for past due accounts?
Yes, the City mails any
past due notices on the 6th of each month.
Where do I pay my water
bill?
Customers may pay water bills in person at the
Roxboro Municipal Building
located at 105 South Lamar Street in Roxboro.
The City is open from 8:00 am to 5:00 pm Monday
through Friday. The City also provides a night
deposit box at this location, for customers who
cannot come during regular business hours. The
night deposit box is located at the drive-in window
and a drive up drop off box is located in the
parking lot.

What should I do if I do
not receive my water bill in the mail?
Please call the Finance
Department at City Hall. The number is (336) 599-3116.
They can tell you the amount of your water bill.
You may also pay your bill in person.
What is an average water
and sewer bill for City Residents?
The average water and sewer
bill for City residents is $49.77 based on usage
of 5,000 gallons of water per month. For customers
outside the City limits, the average bill for
5,000 gallons per month is $95.90.
What is the minimum water
and sewer bill?
The minimum water bill
for 1,000 gallons per month is $22.05 for City
of Roxboro residents and $43.58 for customers
outside the City limits.
What should I do if my water
bill is unusually high for any one month?
A higher than normal water
bill may be caused by 3 possible reasons:
Higher than normal
usage, such as watering your lawn.
You may have a leak in your pipes or
toilets.
The City may have read your water meter
incorrectly.
First check your pipes
and toilets for any leaks. Please have a plumber
repair any leaks as soon as possible to prevent
higher water bills for future months. If you cannot
find any leaks, please call the City and ask us
to check your meter reading again. If your meter
reading was incorrect, we will issue a credit
to your next month's water bill.
Will the City adjust
my water bill for excess charges due to water
leaks?
Yes, the City allows
1 adjustment per year per customer for excessive
water bills due to leaks. Please bring a repair
bill from your plumber to City Hall to demonstrate
that the excess charges were the result of a leak.
The City will issue a credit of 50 percent (1/2)
the difference between your highest water bill
and the average water bill for the previous 4
months.
What should I do when I
move?
Please contact the City
in person or by telephone at (336) 599-3116.
Let us know when you would like your water service
to be disconnected and your new mailing address
so that we may send your final water bill to you
promptly to avoid any late charges.
It is
very important that you notify the City when you
would like water service to be disconnected. The
last person listed at a address is responsible
for the water usage, including future water bills and any late
charges of unpaid bills. Also, any
balance due from previous water and sewer accounts
must be paid in full, before the City will connect
service at any future residence.
What should I do if I cannot
pay my water bill due to financial hardship?
The City will allow you
to pay your water bill in installments under the
following conditions: You cannot pay
in full due to illness, disability, loss of
employment or other financial hardship. You must sign a written agreement to
pay your bill in installments. You have not been assessed a late payment
fee during the last 12 months. All future water bills and installments
must be paid on time. Installment payments cannot exceed 12
months. Failure to make installment payments
will result in immediate disconnection of water
and sewer service.

8:00 am-5:00 pm if you need to request an installment
agreement. We will not authorize any installment
agreements over the telephone. Also, we will not
enter into any installment agreement for those
customers that are constantly late in paying for
water bills.

tapping fees for new construction?
Yes, water and sewer tapping

What are triple tier rates?
There are certain areas
outside the City limits where water lines were
installed by landowners or developers and then
given to the City of Roxboro to maintain. Some
of these lines were not constructed to City standards
and therefore, must eventually be replaced. Residents
in these areas pay a triple tier fee equal to
the water rates for customers inside the City
limits. These fees are in addition to the normal
water rates for residents outside the City limits.
The triple tier fees are deposited into a separate
fund, which will be used to replace these substandard
water lines.
Does the City sell
water in bulk?
Yes, the City sells water
in bulk for swimming pools, wells, construction,
and other needs at the City's normal water rates
per 1,000 gallons of water. Customers must pay
for bulk water at the time of sale. The City
does not deliver, the customer is responsible
for hiring a tanker to deliver bulk water. The
tanker may be filled with water at the Fire Department
at City Hall.
May a customer turn his
own water on and off?
No, Anyone who tampers
with a City water meter or fire hydrant is subject
to a minimum fine of $50. The maximum fine is
the greater of $500 or 3 times the amount of any
damages to the City's property plus 3 times the
normal fees for the amount of water illegally
used.
Does the City accept
MasterCard, Visa, or other credit cards for payment
of water bills, property taxes, or other fees?
No, The City does not accept
payment by credit card for any City fees or services.
The City does accept business and personal checks
and money orders.
Can the City draft my water
bill directly form my bank account?
Yes, The City does offer
this service. Please bring a voided check or deposit
slip with your bank account number to City Hall
and sign an authorization form allowing the City
to draft your bank account. Your account will
be drafted on or after the 5th of each month.
The City will mail a bill to you each month to
notify you of the amount drafted from your bank
account.
