Departments
Administration
The administrative offices include the City
Manager, Assistant City Manager, City Clerk and
Communications Officer. The City Manager provides an avenue
for the citizens to communicate with the government
of Roxboro. The Assistant City Manager assists
the City Manager in planning, directing, managing
and overseeing the activities and operations of
the City. The Communications Officer performs
a variety of administrative duties
and is responsible for assisting the City Manager
in the over-all administration of the City. The
City Clerk is appointed by the City Council, prepares
all materials for City Council meetings and is
the custodian of all city records.
Finance
Handles all collections.
Including water and sewer bill payments, privilege
licenses, new water connections, assessments,
all permit fees, and any type of collections concerning
City of Roxboro fees and services. Other functional
areas of the department are accounts payable,
payroll, utility billing and budgeting.
Fire & Rescue Department
Provides fire and rescue
services for the City of Roxboro and Person County.
Roxboro has two fire stations located on the north
and south ends of the city and one station in
town which serves as an administration station
for the Chief, Deputy Chief, and Captains of each
shift.
Human Resources
The Human Resources Department
performs a variety of tasks in updating, implementing,
and complying with human resources requirements
for the City. This department maintains all employee
records. All employment positions within the
City are handled through the Human Resources
Department.
Planning & Development
The mission of the department
is to engage in responsible and responsive planning
to enhance the quality of life in the community
by promoting the wellness of neighborhoods, protecting
property values by encouraging compatible development,
and providing for the future growth and stability
of the City of Roxboro.
Staff provides professional
planning expertise to the City Council, Planning
Board, Board of Adjustment, developers, surveyors,
citizens, etc. on short and long range land use,
zoning, subdivision provisions, watershed management,
flood damage prevention and neighborhood revitalization
(e.g., public nuisance abatement, minimum housing
standards, abandoned/vacant structures).
Police Department
Consists of three divisions:
Patrol, Criminal Investigation and Animal Control.
The Police Department is responsible for the
safety and welfare of all the citizens of
Roxboro. They work in connection with the Person
County Law Enforcement Center and other agencies
within the State as needed.
Public Services & Facilities
Consists of Public Services Administration, Public
Works, Public Utilities, Water Treatment Plant
and Wastewater Treatment Plant. This department
is responsible for many of the city services,
such as garbage collection, water and sewer line
installation and maintenance and street repair.
Purchasing & Safety
This department is responsible
for providing all City departments and employees
with needed materials, equipment, supplies, and
services in an efficient and economical manner
getting the most value for the tax dollar. Also
included are ongoing safety training programs
and monthly site inspections. The employee
safety review committee is under this department
and meets on a monthly basis to review all
reported accidents. The bidding
process for city supplies and selling of surplus
items are handled within this department too.
