Subdivision Regulations
The Subdivision Regulations, adopted August 13, 1964 establishes the minimum standards for the subdivision of land in and around the City. The ordinance provides for the orderly development of the municipality and its environs; for the coordination of streets with other public facilities; for the dedication and reservation of rights-of-way for street or utility easements; and for the distribution of population and traffic in order to avoid congestion and overcrowding; and which will try to create conditions essential to the public health, safety and welfare.

Flood Damage Prevention Ordinance
The Legislature of the State of North Carolina has in Part 6, Article 21 of Chapter 143; Parts 3,5 and 8 of Article 19 of Chapter 160A; and Article 8 of Chapter 160A of the North Carolina General Statues, delegated the responsibility to local governmental units to adopt regulations designed to promote the public health, safety, and general welfare of its citizenry. Water Supply Watershed Management & Protection Ordinance
The Legislature of the State of North Carolina has, in GS 160A-`74, General Ordinance Authority, and in G.S. Chapter 153, Article 21, Water and air Resources, delegated the responsibility or directed local government units to adopt regulations designed to promote the public health, safety and general welfare.
The Governing Board of the City of Roxboro does ordain and enact into law a Water Supply Watershed Protection
Ordinance.

Permits & Applications
Building Inspection Services
The Person County Inspection Department provides services to Person County and the City of Roxboro by enforcing the North Carolina State Building Codes for all construction projects. State law mandates inspections of all building construction, electrical, plumbing and mechanical (heating & air conditioning) installations for the purpose of enforcing these codes to assure adequate protection, health and safety for the citizens of Person County and the City of Roxboro.
The department enforces the City of Roxboro's Minimum Housing Codes; conducts plan reviews prior to construction projects; receives applications for building construction, electrical, plumbing and mechanical installations; issues permits prior to construction; conducts inspections during the construction progress; issues certificate of occupancies and compliance upon completion of construction projects.
