Administration
The administrative offices include the City Manager, Assistant City Manager, and City Clerk. The City Manager provides an avenue for the citizens to communicate with the government of Roxboro. The Assistant City Manager assists the City Manager in planning, directing, managing and overseeing the activities and operations of the City. The City Clerk is appointed by the City Council, prepares all materials for City Council meetings and is the custodian of all city records.
Finance
Handles all collections. Including water and sewer bill payments, privilege licenses, new water connections, assessments, all permit fees, and any type of collections concerning City of Roxboro fees and services. Other functional areas of the department are accounts payable, payroll, utility billing and budgeting.
Fire & Rescue Department
Provides fire and rescue
services for the City of Roxboro and Person County.
Roxboro has two fire stations located on the north
and south ends of the city and one station in
town which serves as an administration station
for the Chief, Deputy Chief, and Captains of each
shift.
Human Resources
The Human Resources Department performs a variety of tasks in updating, implementing, and complying with human resources requirements for the City. This department maintains all employee records. All employment positions within the City are handled through the Human Resources Department.
Planning & Development
The mission of the department is to engage in responsible and responsive planning to enhance the quality of life in the community by promoting the wellness of neighborhoods, protecting property values by encouraging compatible development, and providing for the future growth and stability of the City of Roxboro.
Staff provides professional planning expertise to the City Council, Planning Board, Board of Adjustment, developers, surveyors, citizens, etc. on short and long range land use, zoning, subdivision provisions, watershed management, flood damage prevention and neighborhood revitalization (e.g., public nuisance abatement, minimum housing standards, abandoned/vacant structures).
Police Department
Consists of three divisions: Patrol, Criminal Investigation and Animal Control. The Police Department is responsible for the safety and welfare of all the citizens of Roxboro. They work in connection with the Person County Law Enforcement Center and other agencies within the State as needed.
Public Services & Facilities
Consists of Public Services Administration, Public Works, Public Utilities, Water Treatment Plant and Wastewater Treatment Plant. This department is responsible for many of the city services, such as garbage collection, water and sewer line installation and maintenance and street repair.
Purchasing & Safety
This department is responsible for providing all City departments and employees with needed materials, equipment, supplies, and services in an efficient and economical manner getting the most value for the tax dollar. Also included are ongoing safety training programs and monthly site inspections. The employee safety review committee is under this department and meets on a monthly basis to review all reported accidents. The bidding process for city supplies and selling of surplus items are handled within this department too.

The Roxboro City Council requests and encourages comments and involvement from members of our community. Whether you own a business, represent a group, or you want to share an opinion, we want to hear from you!
In order to facilitate your involvement in the process of local government decision-making, the Roxboro City Council has established several methods for you to publicly address Roxboro's governing body.
They are as follows:
Put Yourself on the Regular Council Meeting Agenda
Roxboro's City Council meets in regular session the second Tuesday of every month. If you have a concern and would like to make a presentation, you can put yourself on the agenda for regularly scheduled meetings. Simply make a request in writing to the City Clerk at least 7 days prior to the regularly scheduled meeting. In your request, the City Council asks that you note the topic of your presentation and that you provide any documentation that may help the council understand what you plan to present.
Sign up for Citizen Comment at the Start of the Meeting
A citizen comment period occurs at the beginning of every regularly scheduled meeting of the Roxboro City Council. If you have a concern you wish the council to hear, then sign-up any time prior to the meeting. A sign-up sheet is provided at the meeting in front of the City Clerk's seat for this purpose. Those who sign-up for the citizen comment period are asked to limit your comment to 5 minutes. If there are a number of groups or individuals, commenting on the same issue or concern, the Mayor reserves the right to ask that a speaker be appointed from the group to make the presentation. The City Council also reserves the right not to act on requests first presented at the same meeting.
Individual Contact - Ask a Council Member to be Placed on the AgendaFor any meeting of the Roxboro City Council (a regular meeting, a special called meeting, or an emergency meeting) anyone may ask a council member to be added to the agenda prior to such meeting. It will be up to a majority (e.g., a motion must be made by a council member, properly seconded, and the request will be put to a vote) of the City Council to decide if a citizen, group, or organization that is not already part of such meeting agenda's called purpose is to be permitted to address the Council.

Public Hearings
The Roxboro City Council regularly schedules public hearings on a variety of topics. If you wish to speak during a public hearing, simply attend the meeting and raise your hand to be recognized at the appropriate time. In order to address the council during a public hearing, the Mayor must first recognize the individual or organization wishing to speak during the public hearing.
Courtesy
When publicly addressing Roxboro's governing body, the Council asks that you obey reasonable standards of courtesy in your remarks. The Mayor has the authority to determine whether a speaker has gone beyond reasonable standards of courtesy in his or her remarks and to entertain and rule on objections from other members of the Council on this ground.
Operations & Activities
The City provides the following services on a full-time basis: police, fire, water, sewer, streets, animal control, and cemetery.
Other activities include building inspection, planning and zoning, community development and economic development.
By encouraging responsible and responsive planning, we enhance the quality of life in the community by promoting the wellness of neighborhoods, protecting property values by encouraging compatible development, and providing for the future growth and stability of the City of Roxboro.
Guidelines for Proclamations
We will only issue proclamations for Roxboro residents or for City of Roxboro events.
For retirement proclamations the person must have been employed with their current employer for 25 years or more.
For birthday proclamations the person must be at least 80 years of age with increments of 5 years thereafter.
For wedding, church, or pastoral anniversary proclamations the anniversary must be 25 years or more.
Any proclamation request for a City board, commission or committee member must be approved in advance by the clerk’s office.
Any proclamation request for a City employee must be approved in advance by the department director.
Annual or other repeat requests must be made in writing for each occasion in accordance with these guidelines. Proclamations are not automatically renewed.
Only a City-recognized event, sponsored in whole or in part by the City of Roxboro government, may be used as part of an advertisement or commercial promotion.
Unfortunately, we cannot issue proclamations for commercial purposes, such as the opening of a new business, a new service, a new product, or a new professional service.
We will not issue proclamations taking sides in matters of a political issue, addressing matters of personal conviction, campaigns, or in matters endorsing any particular religion.
Generally, we will not issue backdated proclamations. Issuance of a proclamation by the City Council is entirely within the discretion of the Council and nothing in these guidelines is intended to abrogate that discretion.
Procedure
All requests for proclamations must be made in writing to the City of Roxboro Clerk’s Office at least 10 business days prior to the date when the proclamation is needed. To make a request please send an email with "Request for Proclamation" in the subject line to tadams@cityofroxboro.com or mail the request to the City Clerk’s Office, City of Roxboro, Roxboro, NC 27573.
Each request must be accompanied by the name, telephone number and email address of a person who can answer questions about the proposed proclamation. We regret that we cannot honor phone requests due to the large volume of requests we receive. Individuals or organizations seeking a proclamation must include the following information with the request:
Name of organization;
- Proposed text for the proclamation, including facts about the subject matter and enough information to make four points.
- Avoid repetition, and emphasize the most important items or issues;
- Specific title of what will be proclaimed, including name, day of the week, or month to be proclaimed;
- Date of the proclamation presentation;
- Date the proclamation is needed; and
- Action to be taken when the proclamation is ready for pickup (person to be notified either by telephone or email when the proclamation is ready).
Any draft language submitted is subject to editing or revisions. Once a proclamation request is made, the City Clerk’s Office, on behalf of the mayor, will contact the person requesting the proclamation to notify them of the status of the request. The original proclamation will be issued to the individual or organization (including individual recipients) at no cost. All proclamations must be picked up at the City Clerk’s Office unless prior arrangements are made.
